What does the IPAB do?
IPAB was authorized to help constrain the growth in Medicare spending over time. The Board was conceived as an independent body of experts with authority to make Medicare savings recommendations if spending exceeded growth targets, according to a process specified in the ACA (described below).

IPAB (Intellectual Property Appellate Board), which was instituted to provide a speedy mechanism for appeals concerning Indian Patent and Trademark Office and determining the validity or otherwise of granted patents and trademarks was also one of the tribunals which was made dysfunctional under the ordinance.
